Plumbing in Gardena, CA
Gardena sits on Torrance’s northern edge and was built out in the same postwar rush, often by different builders but to much the same pattern.

The tracts
Builders such as George E. Chacksfield laid out numerous tracts across Gardena and the neighbouring Harbor Gateway in the 1950s and early 60s: curving streets, single-storey ranch houses with attached garages. Many sit on slabs. That gives Gardena the same three plumbing problems as West Torrance at about the same age: copper supply lines wearing through under the floor, clay sewer laterals taking in roots, and original or second-generation water heaters in the garage.
Golden State Water
All of Gardena is served by Golden State Water's Southwest system, which the company says it has run since 1929 and which also covers Lawndale and parts of several neighbouring cities. Supply is a mix of groundwater from the West and Central Coast basins and imported water from the Colorado River and the State Water Project. Rates are set by the California Public Utilities Commission, not the city.
In 2015 residents reported dark, discoloured water, which the company called an isolated event, and it has since installed valves and hydrants for flushing in Gardena. If the water at your taps is suddenly discoloured, check whether the neighbours see it too before assuming your pipes are the cause. If it is only your house, and the house is galvanised, the pipe is the likely source.
Discoloured water at one house only, or a meter that moves with the taps off? Call and describe it.
Sewer laterals
Gardena laterals are the owner's responsibility in the usual Southern California way, from the house to the public sewer. Roots in clay joints are the commonest cause of a main-line backup in these tracts. Clear the line, then camera it: the footage decides between a scheduled clean-out and a section repair.
Permits
Gardena issues its own building and plumbing permits. A water heater swap still needs straps by state law, and the company doing it should hold a C-36 licence you can confirm on the CSLB site.

Gardena questions
Who supplies water in Gardena?
Golden State Water, through its Southwest system.
Why is my water brown?
If the whole street has it, usually main work or flushing upstream; run a cold tap and tell the utility. If only your house has it, especially after a weekend away, suspect galvanised pipe.
Are slab leaks common in Gardena?
In the 1950s and 60s slab tracts, yes, for the same reason as in Torrance: copper laid under concrete that has now been in service for decades.
